Raahe is a town of around 23,000 residents on the shore of the Bothnian Bay in North Ostrobothnia, founded by Count Per Brahe in 1649. Old Raahe is one of the few surviving wooden towns in the country, and dozens upon dozens of buildings that are hundreds of years old bear witness to the town's long history. The growth that began in the 1960s with the Rautaruukki steelworks filled Saloinen, Pattijoki and the other districts with new housing, and by the 1980s the population had climbed to almost 28,000. In the neighbouring municipalities of Pyhäjoki and Siikajoki, a great many detached houses were built during the same years.
