What does an asbestos survey mean?

An asbestos survey is an investigation carried out by a professional to establish whether the materials in a building contain asbestos. It is mandatory before demolition and repair work in every building put up or renovated before 1994. The Government Decree (798/2015) obliges the party commissioning the work to have the survey done.

During the survey the specialist visits the site, assesses the structures visually, takes samples of any suspect material and sends them to an asbestos laboratory. The samples are analysed with a JEOL SEM-EDS electron microscope in line with the ISO 22262-1 standard.

The survey produces a comprehensive report telling you which materials contained asbestos, which types of asbestos they contain and how the demolition work must be carried out safely.

The health harms of asbestos

Asbestos is a fibrous mineral that was used widely in Finnish building materials before 1994. Small, respirable asbestos fibres can be released into the air during renovation or demolition, and once they reach the lungs they stay in the body permanently. Long-term exposure can cause serious illnesses:

  • Asbestosis - a dust lung disease caused by asbestos dust.
  • Lung cancer - asbestos exposure multiplies the risk, especially for smokers.
  • Mesothelioma - a rare cancer of the pleura whose only known cause, in practice, is asbestos.

Where is asbestos found?

Asbestos was used in building materials from the 1920s to the 1990s, and in older buildings it can turn up in surprising places:

  • Floor tiles and the adhesives holding them
  • Pipe insulation and parts of the heating system
  • Roofing materials and fibre cement boards
  • Wall boards and facade coatings
  • Fillers and mortars, especially in wet rooms
  • Ventilation ducts and their insulation

The history and legislation of asbestos in Finland

Asbestos was used widely in Finland from the 1920s to the 1990s, and between the 1960s and the 1980s it appeared in almost every type of building for its durability, thermal insulation and resistance to fire. Its use was banned outright in 1994, and the obligation to survey for asbestos before demolition was written into law at the same time.

The law is binding: in every building put up before 1994, an asbestos survey must be carried out before demolition or repair work. The party commissioning the work is responsible for having it done. If the survey is skipped and asbestos turns up while the work is under way, the work is halted immediately - which means expensive delays and extra costs. Asbestos removal is also permitted only to authorised professionals.
